Financial Obligations and Assistance

TUITION AND FEES

The amount of tuition and fees as well as the type of fees are subject to change without notice.  A deferred payment plan may be arranged with the Office of Administration and Finance.  Although the New Jersey Dental School is on an academic trimester calendar, tuition and fees are assessed on a semester (twice a year) basis.

POLICY ON TUITION AND FEES

Invoices for tuition and fees are mailed thirty days prior to the start of each semester.  All students must pay or demonstrate a commitment to pay tuition and fees in full thirty days prior to each semester's start date.  The commitment is your authorized accepted financial aid.  A fee of $50 per month will be assessed on late payments.

All funds from financial aid will be initially applied to tuition and fees.  Refunds will be distributed after tuition and fees are paid.  Students with outstanding financial obligations will not be allowed to continue into subsequent semesters.

GRADUATION

No degree will be awarded to any student until all financial accounts to the Dental School have been satisfied.

WITHDRAWAL

Students who withdraw from the New Jersey Dental School of their own accord prior to completion of one-third of the unit time following the date of registration may be granted an 80 percent tuition refund at the discretion of the Dean or his designee.  No refunds will be made after this time, and fees will not be refunded at any time.

REDUCED COURSE LOAD

Students carrying a reduced course load must pay full tuition if credit hours exceed half the normal load or if the student's schedule contains periods of individual study or other electives.  Students enrolled for up to one-half the normal load may be charged half tuition.  Students enrolled in the Five Year Program must pay full tuition for each of the five years.

EQUIPMENT

Various pieces of equipment are provided for students on a lending basis.  Students are responsible for replacement or repair costs if equipment is damaged, lost or stolen.

FINANCIAL AID

Because of the frequent and major changes in the eligibility guidelines for all types of financial aid, the information given here is general.  More specific information, as up-to-date as possible, is given to applicants at the time of their interviews.  Financial aid packets, which contain the current requirements and forms, are sent to all accepted applicants and distributed to all continuing students.  In addition, the Financial Aid Handbook, prepared by the UMDNJ Financial Aid Office is located on the University’s home page at www3.umdnj.edu/faidweb/index.htm.

Students enrolled in UMDNJ-New Jersey Dental School are eligible to apply for financial assistance.  Most financial aid is awarded based on need.  Need is defined as the difference between the cost of attending UMDNJ (tuition, fees, books, supplies, instruments, rent, utilities, food, transportation and personal expenses) and the financial ability of the student/family to contribute toward these costs.  The economic strength of the student/family and its expected contribution is determined by a federally approved system of need-analysis using the Free Application for Federal Student Aid.

The UMDNJ Student Financial Aid Office provides federal loans and some grants to assist dental students who demonstrate need.  Loan and grant funds are also available from sources outside the University.

Financial Aid is a function of the Central Administration of the University.  The staff provides counseling as well as debt management services.

All students must complete the Free Application for Federal Student Aid (FAFSA).  The form is available on the internet at www.fafsa.ed.gov or through the UMDNJ financial aid home page at www3.umdnj.edu/faidweb.  The FAFSA code for this school is 013645.

Application packets are available in the Student Financial Aid Office, Administration Complex #1208, 30 Bergen Street, Newark, NJ  07107-3000.  The Student Financial Aid Office also prepares a handbook for all students each year about their programs, packaging polices and other relevant financial aid information.  This information in on the above mentioned UMDNJ financial aid website.

WHAT IS FINANCIAL AID?

Financial aid is any grant, scholarship, loan or paid employment offered for the express purpose of helping a student meet educationally-related expenses.  Such aid is usually provided by or through federal and state agencies, the University, foundations and corporations.

Grants and scholarships are generally regarded as "gift" assistance and need not be repaid, although they may carry certain provisions to which one must adhere.

Loans are borrowed money, offered at varied interest rates, which can be repaid over an extended period after the student leaves the institution.  Where assistance is offered in the form of work through the Federal Work-Study/Community Service Program, the student is paid an hourly rate for work actually performed on campus.

The amounts and types of financial aid that a student receives are determined through federal, state, and institutional guidelines.  These funds are offered to students in the form of "packages", which may consist of a combination of scholarships, grants, loans and employment.

HOW IS FINANCIAL AID DETERMINED?

There are many criteria that determine eligibility for financial aid.  However, the predominant criterion (administered through the UMDNJ Financial Aid Office) is financial need, as demonstrated on the Free Application for Federal Student Aid (FAFSA) or Renewal FAFSA form. All graduate and professional school students are considered independent, but students who want to be considered for HPSL and/or SDS (note:  abbreviations explained in the next column) must provide parental information on the Free Application for Federal Student Aid (FAFSA) or Renewal FAFSA.  An "Expected Family Contribution" (EFC) will be calculated from the FAFSA information.  The financial need is then determined by subtracting the "Contribution" from the Student Expense Budget.

The Student Expense Budget is the aggregate cost of the student's education for each academic year and takes into account tuition, fees, books and supplies, estimated room and board, personal, and transportation costs.  Estimates of room, board, personal, and transportation expenses are based on surveys of former students and the Bureau of Labor Statistics budget expenditure figures.  Although expenses may vary slightly from student to student, a standard figure is used in the formulation for consistency.  Only student and dependent child care costs can be added to the Student Expense Budget.  Spousal expenses are not allowed as per federal regulations.

The Student/Family Contribution represents an estimate of the ability of the student and, if applicable, the student's family to contribute to the educational costs.  This standard need analysis is called Federal Methodology (FM) and was passed into law by Congress under the re-authorization of the Higher Education Act of 1965.  FM uses "base year data."  This means that the previous year's income will be used in the analysis.  An "income protection allowance," which represents the cost of basic necessities for all family members, is used in calculating the EFC.  FM allows for adjustments to be made by the Financial Aid Administrator on an individual basis with  required written documentation.  The Expected Family Contribution is then subtracted from the Student Expense Budget to determine the student's financial need.

THE FINANCIAL AID PACKAGE

The financial aid package is awarded by the UMDNJ Student Financial Aid Office in response to financial need. The amount and type of aid is based on specific eligibility requirements and UMDNJ's financial aid packaging policy.  The financial aid packaging policy is a formula developed to determine the amount of aid to be given to the student from the University-administered aid programs.  The total amount of need-based aid (see following list of funds) awarded to the student cannot exceed his or her financial need.

The Need-Based Programs are as follows:

Ø                Federal Work-Study/Community Service Program (FWS/CSP)

Ø                Educational Opportunity Fund Grant (EOF)

Ø                Health Professional Student Loan (HPSL)

Ø                Martin Luther King Physician/Dentist Scholarship (MLK)

Ø                Disadvantaged Student Fund (DSF)

Ø                Federal Perkins Loan

Ø                Scholarship for Disadvantaged Students (SDS)

Ø                Federal Stafford Loan (FSL) Subsidized

The primary source of financial assistance at UMDNJ and most other graduate and professional schools is student loans.  If you have remaining eligibility after meeting your financial need with need-based funding, you may apply for non-need-based funds such as the Unsubsidized Federal Stafford, New Jersey College Loans to Assist State Students (NJCLASS) and Dental Education Assistance Loan (DEAL)

A disadvantaged student from one of the specified minority "target groups" may qualify for assistance from the Disadvantaged Student Fund (DSF).

In addition, for those students who qualify, funds may be available from UMDNJ Scholars Program, and UMDNJ Foundation Scholarships to augment and/or replace funds from the above programs.

The cost of pursuing a professional education is very high.  The mean indebtedness for a member of the UMDNJ Class of 2001 was approximately $101,000.  It is important to note that mean indebtedness differs significantly among UMDNJ schools.  For most, paying for your education will depend upon planning and resourcefulness.  We urge you to investigate every opportunity to complement your aid package.  For example, look into private sources such as employers, parents, parents' employers, and civic, religious, and ethnic organizations.

The UMDNJ Student Financial Aid Office will cooperate fully in providing whatever information you need to fill out the appropriate application forms.  The key to planning the financial aspect of your education is working together with this office.  Call to set up an appointment with a financial aid officer.  This person will go over program regulations and eligibility criteria and counsel you in the terms and conditions of all educational loans.   The counselor can also give you an idea of how potential debt and future earnings relate.

There are certain academic and financial requirements you must fulfill in order to receive aid.  Students in default on their education loans, or owing a refund on their federal grants (from undergraduate study), will be ineligible to receive financial aid at UMDNJ until those obligations are satisfied.  In addition, all students must be making satisfactory academic progress to be eligible for financial aid.  The dental school’s policy on satisfactory academic progress follows:

STANDARDS OF SATISFACTORY ACADEMIC PROGRESS FOR TITLE IV AND NEW JERSEY FINANCIAL AID PROGRAM ELIGIBILITY - DMD PROGRAM

Annually, the University Registrar and the University Director of Student Financial Aid  will review this policy and ensure the school’s adherence to it.  The qualitative assessment of a student’s satisfactory academic progress is measured by the Student Academic Performance Committee (SAPC) at regular intervals during and at the end of each academic year following the guidelines set forth in the Student Handbook.

Certification

1. At the end of each academic year and based on the SAPC’s recommendations, the Associate Dean for Academic Affairs will certify the status of each enrolled student to the University Director of Student Financial Aid.

2. Certifications are processed via the Banner Student Information System.

Requirements for Certification of Satisfactory Academic Progress

1. A student must complete all requirements for the Doctor of Dental Medicine degree within five academic years after first enrollment in the program, not including any time for approved Leave of Absence.

2. A student must complete the following minimum percentage of total course work at the end of each academic year:

Year 1 - 12%

Year 2 - 25%

Year 3 - 44%

Year 4 - 75%

Year 5 - 100%

3. A student must attain a cumulative grade point average of at least 2.00 prior to promotion to the subsequent academic year as well as for graduation.

Exceptions

1. A student who does not satisfactorily complete all course requirements may be permitted to remediate based on the recommendation of the SAPC.  This remediation includes F(Failure), D(Unacceptable) and I(Incomplete) grades.

2. A student assigned a schedule which deviates from the norm (e.g., Five Year Program, repeating a year, auditing, etc.) and who earns satisfactory qualitative assessment in all courses will be deemed to be making satisfactory academic progress.

3. All exceptions due to mitigating circumstances will be reviewed individually by the Associate Dean for Academic Affairs and/or the Associate Dean for Student Affairs and Graduate Dental Education.

STANDARDS OF SATISFACTORY ACADEMIC PROGRESS FOR TITLE IV AND NEW JERSEY FINANCIAL AID PROGRAM ELIGIBILITY - GRADUATE DENTAL EDUCATION PROGRAMS

Annually, the University Registrar and the University Director of Student Financial Aid  will review this policy and ensure the school’s adherence to it.  The qualitative assessment of a student’s satisfactory academic progress is measured by each Graduate Dental Education Program Director at regular intervals during and at the end of each academic year following the guidelines set forth in the Graduate Dental Education Program Handbook.

2. At the end of each academic year and based on the Program Director’s recommendations, the Associate Dean for Student Affairs and Graduate Dental Education  will certify the status of each enrolled student to the University Director of Student Financial Aid.

3. Certifications are processed via the Banner Student Information System.

A student in a two-year program must complete all requirements for the certificate  within three academic years after first enrollment in the program, not including any time for approved Leave of Absence.  The two-year student must complete the following minimum percentage of total course work at the end of each academic year:

Year 1 - 33%

Year 2 - 66%

Year 3 - 100%

2. A student in a three-year program must complete all requirements for the certificate  within four-and-a-half academic years after first enrollment in the program, not including any time for approved Leave of Absence.  The three-year student must complete the following minimum percentage of total course work at the end of each academic year:

Year 1 - 22%

Year 2 - 44%

Year 3 - 66%

Year 4 - 88%

Year 4-1/2 - 100%

3. A student must attain a grade of P (Pass) in all applicable course work prior to promotion to the subsequent academic year as well as for graduation.

Exceptions

1. A student who receives any F(Failure) or I(Incomplete) grade may be permitted to remediate as determined by the Program Director in consultation with the Associate Dean for Student Affairs and Graduate Dental Education.

2. A student assigned a schedule which deviates from the norm (e.g., repeating a year, extended program, etc.) and who earns satisfactory qualitative assessment in all courses will be deemed to be making satisfactory academic progress.

3. All exceptions due to mitigating circumstances will be reviewed individually by the Associate Dean for Student Affairs and Graduate Dental Education.

UMDNJ FINANCIAL AID PACKAGING PHILOSOPHY

The goal of the UMDNJ Financial Aid Office is to provide as many students as possible with sufficient resources to meet their need and to distribute funds to eligible students in a fair and equitable manner.                                               

Every year, the U.S. Department of Education, the Department of Health and Human Services, the State of New Jersey and various other agencies allocate funds to UMDNJ.  It is the UMDNJ Financial Aid Office's responsibility to distribute these funds equitably.  This office attempts to provide every eligible student with a portion of the funds allocated.  This is dependent upon availability of funding.  The amount awarded to each student will vary based on their need and by program regulations.

All students presenting unusual and extenuating circumstances will be reviewed by the UMDNJ Financial Aid Office on a case-by-case basis.

DEFAULT/DELINQUENCY

A student delinquent or in default on any education loans from any prior institutions or UMDNJ may not receive additional educational loans at UMDNJ until the delinquency or default status is rectified.  The Financial Aid Office will assist students in the resolution of problems related to financial aid.

LOAN COUNSELING AND DEBT MANAGEMENT

During their education at UMDNJ, students may have to borrow from a variety of loan programs with different interest rates and repayment schedules.

The professional staff of the Financial Aid Office is trained in the details of these programs.  Students may make an appointment with a Financial Aid Officer to discuss a particular program, to determine repayment schedules, to project total indebtedness and to determine how much can reasonably be borrowed.  The Financial Aid Office provides counseling on manageable debt levels to students upon request.  The website www3.umdnj.edu/faidweb also provides links to lenders that offer additional counseling and debt management tools.

UMDNJ SCHOLARS PROGRAM  

This scholarship is offered by the NJDS Admissions Committee to meritorious incoming first-year students in recognition of fine academic performance and personal qualities.  The value of the scholarship is a minimum of $2,000 per year up to and including full tuition.  The scholarship is applied toward the student's tuition and may be renewable annually for four years contingent upon continued satisfactory progress toward the D.M.D. degree.  It is possible for the minimum award to be supplemented with additional funds based on financial need.

FOUNDATION OF UMDNJ SCHOLARSHIP

The Foundation of UMDNJ is an independent, non-profit corporation which supports excellence at the University.  Since its inception, the Foundation has made awards in excess of $1.5 million for student assistance programs.

The Foundation annually awards full and partial scholarships to UMDNJ students, including incoming first-year students.  These awards are based principally on academic excellence rather than financial need.  Candidates are nominated by the deans of their respective schools.

ARMED FORCES HEALTH PROFESSIONS SCHOLARSHIP PROGRAM

The United States Armed Forces Professions Scholarship Programs pay tuition, all required expenses and a generous monthly stipend for dental students who qualify.  For further information, refer to the Student Financial Aid Handbook at www3.umdnj.edu/faidweb.
